Key Responsibilities

• Provide strategic leadership and direction for regional humanitarian and development programs.
• Lead annual program planning, budgeting, implementation, monitoring and evaluation.
• Ensure effective execution of organizational strategies, policies and quality standards.
• Supervise Program Managers and provide technical guidance to departmental teams.
• Strengthen coordination among regional departments, field offices and support functions.
• Establish and maintain strategic partnerships with government, donors, development partners and humanitarian agencies.
• Monitor program performance, budgets, compliance, risks and organizational KPIs.
• Review and approve program proposals, concept notes, reports and strategic documents.
• Present program performance, achievements and recommendations to senior management.
• Promote innovation, organizational learning and continuous improvement across all programs.
• Ensure efficient utilization of resources while maintaining accountability and transparency.

Requirements

Education

Master's degree in Development Studies, Public Administration, Business Administration, Social Sciences, Project Management or another relevant discipline from an HEC-recognized institution.

Experience

Minimum 10–12 years of progressively responsible experience in Program Management within the NGO/INGO or humanitarian sector. At least 5 years in a senior leadership or management role. Demonstrated experience managing multi-sector development and humanitarian programs. Strong understanding of program design, strategic planning, budgeting, donor compliance and monitoring & evaluation. Proven ability to lead multidisciplinary teams and manage organizational change.

• Develop and implement annual fundraising and donor engagement strategies.
• Build and maintain strong relationships with institutional, corporate and individual donors.
• Identify new funding opportunities and prepare high-quality funding proposals.
• Coordinate fundraising campaigns, events and donor outreach initiatives.
• Monitor fundraising performance, analyze trends and recommend improvement strategies.
• Collaborate with Programs and Finance teams to ensure donor compliance and reporting.
• Prepare donor reports, impact stories and presentations for fundraising and communication.
• Represent the organization in meetings, networking events and stakeholder engagements.
• Support the Head of Department in achieving departmental goals and strategic objectives.

Requirements

Education

Master's degree in Business Administration, Marketing, Management, Development Studies or a related discipline from an HEC-recognized institution.

Experience

Minimum 7–10 years of relevant experience in resource mobilization, fundraising or partnership development in the NGO/INGO or development sector. At least 3 years in a supervisory or managerial role. Proven experience in donor relations, proposal writing, campaign management and stakeholder engagement. Strong understanding of donor compliance, reporting requirements and fundraising best practices.
